Katie Harbin started working with the City of Hernando in July of 2006 as an Assistant Bookkeeper and was promoted to City Clerk in February 2011.

During her employment Mrs. Harbin has completed the three-year Clerks Certification training program, received her Certified Municipal Clerk designation with the State of Mississippi and has went on to receive the Master Municipal Clerk designation with the International Institute of Municipal Clerks.  Mrs. Harbin has served as the Northern District Trustee for the Mississippi Municipal Clerks and Collectors Association and in June of 2019 was elected by her peers to serve as the 2nd Vice President.

The City Clerk position is one of the oldest in local government.  The Clerk acts as the historian of the community, maintaining records of the municipality.  Some of the other duties of the City Clerk include being the custodian of the City’s Official Seal, Elections, Budget, Finances and Board Meeting Minutes.

Tax Collection

The City of Hernando currently has an agreement with Desoto County to collect all City taxes.

Municipal Elections

Municipal Elections are held in May and June every four (4) years.  The next scheduled election is in 2021.  Special Elections are held when necessary.

Accounts Payable and Receivable

All invoices or claims incurred by the City are paid from this office.  Claims are approved by the Board of Aldermen on the first (1st) and third (3rd) Tuesday of each month.
