March 4, 2025.

7) Consent Agenda

A) Approval to close Mt. Pleasant South of Commerce, Commerce from Railroad tracks west around Courthouse Square, Center St. from Hwy. 51 to Mt. Pleasant for the Hernando Veterans Parade to be held on November 11, 2025 at 10:00 a.m.
B) Approval for Cassi Perry to attend Leadership Conference for the active Board Members for the Mississippi Court Clerks Association on 3/20-21, 2025. All expenses are paid through the Association, nothing for the city to pay.
C) Approval for Gia Matheny to attend and pay travel to the Mississippi Economic Development Council annual conference in Biloxi, MS July 9 – 11, 2025.
D) Approval for Public Works Director to sign a contract with Water Company of America. This contract will allow WCA to analyze our billing software and water production numbers in order to locate potential lost utility revenue. 
E) Authorize Rodrick Miller and Courtney Maxwell to attend roadway maintenance and safety training at MDOT in Jackson MS on March 24, 2025. There is no charge for this course, overnight travel, or registration costs for the city.
F) Approval for J. Ratliff to attend Special Event Preparation Course on 3/24-2025, at MLEOTA Pearl, MS. and pay all travel expenses.
G) Approval for K. Richmond to attend MS NAMI/CIT Conference at Lake Terrace Convention Center on 5/1-2, 2025 in Hattiesburg, MS and pay all travel expenses.
H) Approval for Det. Sgt. Dover to attend Cyber Investigation Tech class on 4/21-25, 2025 in Hoover, AL and pay all travel expenses. 
I) Approval for Jason Scott and Zach Wallace to attend Advanced Patrol Tech class at Golden Nugget Casino on 4/1-2, 2025 in Biloxi, MS and pay all travel expenses.
J) Approval to allow a food truck waiver for “Pet Pantry-palooza” on April 5th from 9-2 at 2008 Oak Tree Cove.
K) Requesting Board approval to allow individual coaches affiliated with HYFA’s spring 2025 flag football team to request free use of Kuykendall Field, pending availability, for their flag football teams from Wednesday, March 19th to Saturday, May 31st.
L) Requesting Board approval for HYFA to reserve the Gale Center for the below dates, at no charge, for the use of uniform fittings. 
Friday, June 13th: 5:00pm – 8:00pm
Saturday, June 14th: 8:00am – 12:00pm
M) Approval for the Desoto County Sheriff Department to use the large pavilion at Conger Park on Saturday, April 5th and Sunday, April 13th from noon – 4:00pm for a family fun day for the patrol shifts and their families.  
N) Approval to accept awarded $10,000 grant for the Mississippi Hills Heritage Alliance. $5,000 for Mobile App and $5,000 for Dickens of a Christmas.

9) Presentation of Community Service Award to Krewe of Hernando.

10) Approval of Proclamation for Organ and Tissue Donation Awareness proclaiming Blue & Green Day-April 11, 2025. Randa Lipman to speak on Blue & Green Day Mid-South.

11) Approval of the lowest quote from Holden Integrated Services of $24,562.00 for East Oak Grove Road Drainage Project, and Contech Engineered Solutions quote of $6,560.50 for the pipe.

12) Approval for Joe Frank Lauderdale to advertise and bid the Green T Rd and McIngvale Roundabout.

13) PL-1876 – Nesbit Phase 13 1st Revision – Request to combine 2 lots in the original 4 lot subdivision. At the southern Terminus of Nesbit Drive, South of Nesbit Road, West of U.S. Highway 51, and east of Gwynn Road, in Section 25, Township 2 South, Range 8 West – Butch Davis, owner.

14) PL-1877 – Hawthorne Section C 2nd revision – Request to combine 2 lots in the original 15 lot subdivision. South side of Hawthorne and East of Robertson Road--Billy Myers, owner.

15) Approval of Amendment to the Bylaws of the Historic Preservation Commission.

16) Approval of FY2026 Budget Calendar.

17) Approval of the City of Hernando Public Record Request application.

18) Approval of adopting a resolution in support of HB733 concerning property cleanup.

19) Approval to change the speed limit from 55 mph to 40 mph on McIngvale from Pleasant Hill to Green T Road. 

20) Discussion on utility adjustment for Bowdre Emerson.
