5) Approve Docket of Claims No.’s –76550-76788.

6) Approve Minutes from the Regular Mayor and Board of Aldermen Meeting on 
February 3, 2026.

7) Consent
A) Approve C. Shadburn to attend the CO2 Pipeline Response Course at the MS State Fire Academy in Pearl MS on March 28, 2026, and pay for registration and travel expenses.
B) Approve M. Rubio, T. Dunn, B. Harwell, and to attend Firefighter 1001 Certification Course at the MS State Fire Academy in Pearl MS and pay for registration and travel expenses. (Dates TBD)
C) Approve C. Crites to attend Tactical Emergency Casualty Care program at the MS State Fire Academy in Pearl MS on June 8, 2026, and pay for registration and travel expenses.
D) Approve Captain J. McCallum to go to Washinton DC on March 17-20, 2026. He will be attending the Congressional Fire Service Institute Symposium and dinner. Capt. McCallum is the NW VP for the MS Firefighters Association and will be traveling with those state leaders and will be at no cost to the city.
E) Authorize M. Berry, M. Massey, A. Bridgwater, and C. Barnette to attend MFIA/IAAI Conference in Oxford, MS April 15-17, 2026, also authorize to pay registration and travel expense.
F) Proclamation declaring April 13th-17th as Stormwater Awareness Week
G) Approval to surplus at no value a HP Probook 650 G2, Asset #3720, 
Serial # 5CG7505PPX in the Administration Department.
H) Approval to enter into an agreement with Chris Jeter for their umpire assignor services for the 2026 spring and fall youth baseball, youth softball, and adult softball seasons.
I) Approval to enter into an agreement with the independent contractors below to lead instructional classes/programs for Hernando Parks and Recreation during the spring programs for 2026.
• Linda Cain: Evening Line Dancing (adults 18+)
• Jill Morris: Move & Groove (ages 2-5)
• Jill Morris: Toddler Time (crawling – 2 years old)
• Erin Hendricks: Little Kickers (3-year-olds
J) Approval to enter into an agreement with SWHET, LLC to offer a 1-day youth soccer clinic at the Hernando Soccer Complex and ran by local collegiate athletes.  The date is TBD.  There would be a 70% (SWHET) / 30% (City) split of the total proceeds received.

8) Personnel Docket

9) Recognize the Hernando Middle School 7th and 8th grade Volleyball Team and Coach Taylor Shively for winning the DeSoto County District Championships.

Grants

10) Approval to apply for the FY27 MOHS Impaired Driving Grant.

11) Approval to accept Grant from the Community Foundation for the EXCEL by 5-4-H LEGO STEM Education Session in the amount of $640.00 

12) Approve Resolution for donation to Optimist Club of Hernando for the A’Fair in the amount of $1,500.00.(Budgeted Item in the Tourism Fund)

13) Approval to set Law Enforcement firearm purchase for retired officers to $100.00 in accordance with MS 45-9-131.

14) Tabled from 2/3/2026 – Approval for the Leo Grant Program (Deborah Rosenburg)

15) Tabled from 2/3/2026 – Utility Fund discussion and adjustment of water rates in compliance with city ordinance duly passed by unanimous vote of the Board of Aldermen on October 4, 2017.

16) Tabled from 2/3/2026- Utility Fund discussion and adoption of new rates for sewer, & DCRUA that have not been raised since 2017.

17) PL-1947 Winningham PUD Revision – Request for a Zoning Map Amendment to the approved Winningham PUD. The subject property is located on the west side of Highway 51, east of Millers Way. Andy Richardson, representing the owner.

18) PL-1953 - 1st Revision of Lot 1, Regional Commerce Park Subdivision - Request for final plat approval Regional Commerce Park, first revision; 1 lot on 12.67 acres. The subject property is located on the southeast corner of McIngvale and I-269. Civil Link, representing the owner.

19) PL-1956 – Seymore Residential Subdivision Preliminary- Request for preliminary subdivision approval of 21 lots on 8.1 acres. The subject property is located on the north side of Byhalia Road, south of Green T Blvd West. Dr. Seymore, owner. 
20) PL-1957 - Delta Landing Commercial Subdivision Phase 6 – Request for Final Plat approval of Delta Landing Commercial Subdivision Phase 6 - 1 lot, 1.33 acres. The subject property is located on the west side of McIngvale Rd and south of Pleasant Hill Road. The property is currently zoned PUD, Nick Kruenen, representing the owner.

21) Requesting Board approval of the “Energy Equipment Installation Contract” between the City and SitelogIQ, Inc., formerly known as Path Company, LLC as the Energy Service Company (ESCO) and for the Mayor to sign.  This is for partial roofing replacement, (3) HVAC unit replacement, and HVAC control upgrades at the Gale Center.   FY26 budgeted project.

22) Heather Gammel- Request approval for water adjustment.
