7) Consent Agenda
A) Approval for Mayor to sign the PE contract with Civil Link Engineering for the Mt Pleasant Bike Lane project, MDOT has approved.
B) Approval for Cynthia Brewer to attend Spring Municipal Clerk Program in Oxford on March 25-28. 2025 and pay for all travel expenses.
C) Approval to pay $500 registration fee for Gia Matheny to attend the Excellence in Tourism Leadership Program with MSU Center for Government and Community Development.
D) Approval for Gia Matheny to attend Main Street Capital Day in Jackson, MS Feb 18-19, 2025 and pay for travel.
E) Approval for Mayor and Alderpersons to attend the DeSoto County Economic Council Capital Day in Jackson, Mississippi on February 12 - 13, 2025 and pay for travel, lodging, and per diem.
F) Approval for J.M. Scott and K. Harvey to attend Interview & Interrogation class on 3/3/2025-3/7/2025 at RCTA Meridian, MS. at no cost to the city.
G) Approval to apply for Mississippi Hills Heritage Area Alliance grant for Dickens of a Christmas and Mobile App.
H) Approval to apply for Mississippi Arts Commission grant for Dickens of a Christmas and Hernando Water Tower 10K.
I) Approval to accept a donation from Whitney and Damian Franz of a Little Free Library to be installed by Parks Maintenance Staff at Conger Park.
J) Approval to allow the Governor’s Job Fair Network within the Department of Employment Security use of the Gale Center at no cost to host a job fair on the below dates:
January 29 & 30, 2025: Geared toward persons with disabilities
March 31 & April 1, 2025: Geared toward people who have been incarcerated and looking to re-enter the workforce.
K) Approval of the proposed sponsorship agreements for facilities at the current Civic Center fields. Proposed sponsorships are listed below.
• Hernando Self Storage
Will receive 2 outfield banners at current Civic Center fields.
$500 per year. For three (3) years.
L) Request to close the streets on the west side of Hwy 51 around the DC Courthouse for the DeSoto County Earth Day Celebration on Saturday, April 26, 2025 from 7am-1pm. We will need to close Panola Street off the square, Losher, Caffey, and Commerce on the sections that touch the Square for vendors to set up by 7:00 am. Businesses will be informed of the road closure.
M) Approval for Dickens of a Christmas Friday, Nov 21, 2025 (movie) and Sat, Nov 22, 2025 festival. Close Panola St, Caffey St, and E. Center Street from Hwy 51 to Church Street for Saturday festival.
N) Approval for the Hernando Farmers Market to take place on the DeSoto County Courthouse square allowing farmers market vendors to sell food and craft products Saturdays April 26, 2025 through October 25, 2025.
O) Approval to close off streets for 2025 Christmas Parade on Monday, December 1, 2025, with a makeup date of Monday, December 8, 2025. Participants will be lining up on Vaiden Street at 5:30 pm, with the parade to begin at 6:30 pm. The parade will begin at the corner of Mt. Pleasant Extended and Commerce Street, traveling down Commerce Street, around the Square and ending at Hernando Baptist Church on East Center Street.
P) The Hernando Main Street Chamber of Commerce would like to formally request the closing of streets for the 2025 Water Tower Festival. We would like to request the following street closings:
• Panola Street from Saturday, September 27, 2025 at 4:00am till 6:00pm
• Losher Street to Highway 51 from Saturday, September 27, 2025 at 4:00 am till 6:00 pm.
• Commerce Street from Highway 51 to City Hall, Caffey Street, Memphis Street and West Center Street from 4:00amtill 6:00pm on Saturday, September 27, 2025.
Q) Approval for Food Trucks for the Sunset on the Square event held every Thursday night in June. They start setting up around 5:00 PM and are normally gone no later than 9:30 PM. No street closures requested.
R) Approval for Noah’s Gift 5K run, walk, skate race on October 4, 2025. The Noah's Gift Race Route will start and end at Maddox Foundation in Hernando (near the Square; Commerce Street and Highway 51 Intersection). After starting on Church Street, the race will travel briefly on Commerce Street and turn right on Highway 51. The race will then turn right onto South Parkway, and right again on Mt. Pleasant. The race will then travel on Robinson Road and turn left on East Street and end at Maddox Foundation.
S) Approval for Gia Matheny to apply for an Entergy and Atmos grant for Dickens of a Christmas.

10) Recognize Shane Todd as Public Works Employee of the month for the month of December.
11) Recognize the Hernando Middle School Boys Soccer Team and Coach Lacey Pruden for a 14-0 season and winning the DeSoto County District Championship.
12) Approval to apply for the DWSI Loan Program for the water main that connects Madison Lakes Tank to Byhalia Road Water Plant.
13) Approval to accept the lowest quote from Holden Integrated Services of $31,080.00 for Dogwood Sewer Project to close the wastewater lagoons and pay for from the SB2468 Water/Sewer Improvements Fund.
